Honble Prime Minister Shri Atal Bihari Vajpayee meeting Dr. Priya
Ranjan Trivedi
at the Prime Ministers Residence during the inauguration of The
Educational
Standards and Testing Council of India in April 2004 conceived at the
encouragement from Prof. K. Venkatasubramanian, Member, Planning
Commission.
TEST-COIN is engaged for
the last 19 years in conducting different types of assessments for
evaluating the performance of Schools, Colleges and Universities by
deputing its experts for visiting the respective campuses on a
periodical basis.
The Educational Standards and Testing Council of India (TEST-COIN) has been established at New Delhi as an independent, autonomous, non-profit making organisation outside the purview of the Government systems with a view to educating the educational institutions including the schools, the colleges and the universities in India for maintaining standards by creating a masterplan paradigm for quality standards, systems and methodologies for enabling the students to become productive and responsible citizenry.
This is a People's and Citizen's initiative towards a neological and neocratic approach to educational planning and administration for ensuring the required standards so that the successful students may get evaluated through a foolproof mechanism for their testing of minds.
TEST-COIN has envisaged an action plan for improving the quality of education in India as it has been felt that quality is the single most important issue in education, business and government today.
As many students leave or graduate from the school and college unprepared to meet the demands of the society, this problem has a ripple effect throughout the society. Students who are not prepared to become responsible and productive citizens become a burden to the society.
These students, products of an education system that does not focus on quality, increase social welfare costs. They impact the criminal justice system, they are not prepared to meet the needs of the next generations, and, most importantly, they are citizens who feel alienated from society.
Education must undergo a paradigm shift. Old norms and beliefs must be challenged. Educators must help students develop the skills they need to compete in a global economy. The quality of education will improve when educational administrators, teachers and support staff develop new attitudes that focus on leadership, teamwork, cooperation and accountability.
Keeping the above mentioned aspects in mind, TEST-COIN will assess the standards of the existing schools, colleges, universities and other institutions by evaluating the curriculum, academic system, teaching methodology, admissions process, recruitment of faculty and other staff, research, development and consultancy facilities, infrastructural development, computer and documentation centre facilities, institution building philosophies, quality policy, objectives, audits, assurance etc.
By assessing the standards in the existing schools, colleges, universities and other institutions at the primary, secondary and tertiary levels periodically, TEST-COIN will also be providing appropriate guidance for ensuring quality teaching and research environment with a view to solving problems like poverty, peacelessness, unemployment, pollution and population explosion.
This will enable more and more number of educational entrepreneurs including the Central and the State Governments, Public and Private Sector Organisations besides Philanthropic Agencies to throw themselves in to a new environment with of full of zeal and enthusiasm so that the students and their guardians may use their knowledge and their facilities to the fullest extent of their abilities.
TEST-COIN will assist in getting the curriculam, teaching methodology, infrastructure and overall performance of schools (primary, secondary and senior secondary), colleges and universities (including all other institutions in the tertiary education sector) assessed, evaluated and accredited with a view to enabling the students and their guardians in selecting the best educational institutions in India.
